This chapter lists the legal and other formal measures taken by States to achieve the objectives during the period under review (1973-82) or taken previously and actively implemented during the period. These measurements provide the baseline data for analysis and comparison. The analysis was carried out on the basis of a standard scheme with six main elements: the general or specific character of the measure; its duration; its source in the legal hierarchy; its unilateral or bilateral character; its content; and the procedures associated with its operation. The analysis determines the impact of general legal measures versus legal measures, short-term versus long-term measures, frequency of amendments and replacements of laws, frequency of « high source » measures (parliament) versus « low source » measures (ministries, ministers), etc.; and allows these legislative profiles to be compared across countries.
