E. « Motor vehicle » means any motor vehicle, used primarily for the transportation of persons or goods and, when operated on a highway, must be registered in accordance with section 46.16.010 of the RCW, including, but not limited to, cars, trucks, motorcycles, jeeps, dune buggies, go-karts, etc. F. The half-meter method for motorcycles. A properly functioning and calibrated sound level meter must be installed directly behind the exhaust pipe and tilted at an ascending angle of forty-five degrees (Figure 5, placed in the City Clerk`s Office, illustrates this microphone position). The stationary motorcycle must then maintain a constant engine speed equal to half the maximum engine speed (« red line ») or the fully developed speed calculated at sixty per cent of the speed at which the maximum power is reached. The measurement of motorcycle noise in the half-metre method is based on the Motorcycle Industry Council`s stationary test MIC/E – 76. C. « Operations and orchards » means any vehicle or vehicle accessory when used on agricultural land for agricultural purposes, including, but not limited to, tractors, sprayers, combines, etc. 8.30.060 Noise restrictions – Other than highways. P. « Unnecessary and excessive noise » means any abnormally loud, shrill or otherwise disturbing noise of long duration that disturbs, injures or endangers the health, safety or general welfare of a person or causes damage to property or business. B.
No person shall drive a motor vehicle in such a way that tyres in contact with the ground emit a squeal or similar noise, unless such noise occurs in an emergency situation and/or to avoid imminent danger. A. `ambient noise level` means the constant background noise level at the measuring site when the noise source under test is not in operation. The noise restrictions for motor vehicles operating under normal conditions on public roads are as follows: It is explained that vehicle noise is detrimental to the health, safety and general well-being of the city`s population at certain levels, places, times and times of the day. One. During the hours of seven to ten o`clock in the evening, no vehicle or combination of vehicles travelling for a common purpose shall emit noise exceeding the following values and durations dBA from a noise-sensitive range to be measured at the point of reception in accordance with article 8.30.100G of this chapter: On. Every vehicle circulating in this city shall be equipped with a noise abatement device in good condition and in continuous operation, unless such a device is not technically feasible and unless otherwise provided for in this resolution. Every person who causes a sound to be emitted by a vehicle which has been shown to exceed the values of sections 8.30.050 to 8.30.070 in accordance with the measures provided for in section 8.30.100 of this chapter, or who, at the discretion of the law enforcement officer, contravenes section 8.30.040, is guilty of an offence and shall be liable to a fine of not more than one hundred dollars or imprisonment in the city jail if convicted. not more than thirty days, or both.
Any vehicle that violates this chapter is considered a public nuisance and may be mitigated by a maintenance order, forfeiture order or court injunction. In order to control unnecessary and excessive vehicle noise, it is the policy of the City to protect the health, safety and general welfare of the City by prohibiting any use of vehicles in a manner inconsistent with the provisions of this Chapter. (Order No. 654 § 200, 1980). B. No one is allowed to drive a snowmobile on city property, so the noise of snowmobile C. Shoreline passage technology for motorized boats. A properly calibrated sound level meter must be placed directly on the shore of a body of water at a location four feet above water level. Sound-reflecting surfaces should not be within one hundred feet of the microphone.
If a powerboat passes through the sound level meter measurement, the recorded reading shall be the highest sound level obtained, excluding peaks not contiguous to ambient noise. Measurements of noise emitted by motor vessels using passage technology shall be carried out in accordance with the Society of Automotive Engineers test method J34. PHEV uses may be subject to specific noise regulations and restrictions solely for their application, which must be approved within the noise-sensitive limits of clause 8.30.070. (Order 654 § 800, 1980). The recorded sound level of the exhaust system of a stationary vehicle shall be the highest value obtained during the test, excluding peaks due to extraneous ambient noise. If there is more than one exhaust outlet, the sound level shall be that of the loudest outlet. If two or more tailpipes are less than twelve inches apart, measurements must be taken at the outlet closest to the side or rear of the vehicle (see Figure 4, which is deposited at the City Clerk`s Office). So I thought about getting a noisier exhaust/piping because I think the original exhaust is too quiet. I decided to look at my state law, and I noticed that it said you can`t do it any stronger than the camps. The fact is, I`ve heard car exhaust that is much louder than Stock could ever be. Do I read badly, do I just hear cars badly, do the police don`t care, or is it because it`s a secondary offence against the primary? If a person anticipates an activity that may not be in accordance with the provisions of this chapter and can prove that undue hardship would be imposed on the person by complying with this chapter, the person may request that an exemption from the provisions of this chapter be granted at the discretion of the City. Such relief may have scholarships that include other dBA restrictions, time of day restrictions, and expiration dates.
(Order 654 § 1300, 1980). One. Pass-by technology for motor vehicles. A measuring location must be chosen that must be open and free of sound-reflecting surfaces within a radius of one hundred feet around the microphone position. The sound level meter must work properly and be calibrated. Fifty feet shall be measured between the trajectory of the vehicle under test and the microphone, which shall be four feet above the ground. The measured value recorded is the highest sound level achieved during the passage of the vehicle, without taking into account peaks not contiguous to the ambient noise. These motor vehicle noise measurements shall comply with WAC 204-56-010 and WAC 204-56-020 issued by the Department of Ecology.
If a free radius of one hundred feet is not possible, the noise level adjustment schedule can be used in the above codes. The following official methods and techniques are applicable to noise emission tests of urban vehicles: E. The half-metre method for all motor vehicles with less than ten thousand GVWR or GVWR (except motorcycles). The microphone of a properly functioning calibrated sound level meter should be placed at the same height as the center of the outlet. The microphone shall not be closer to the ground or roadway than eight inches if the exhaust is less than that height (see Figure 1, which is attached to the order consolidated in this chapter and deposited in the City Clerk`s Office). The sound level meter must be positioned with its longitudinal axis parallel to the ground, twenty inches (± one inch) from the outlet axis (see Figure 2 in the City Clerk`s Office Record). For exhaust outlets under the vehicle body, the sound level meter must be at the specified angle and at least eight inches from the nearest part of the vehicle (see Figure 3, which is deposited at the City Clerk`s office). In the case of exhaust outlets with different exhaust angles or side-by-side dual exhaust angles, the microphone positions shown in Figure 4 and deposited at the City Clerk`s office shall be reproduced within the tolerances specified above. C. No person may modify or supplement the silencer of a vehicle or any other part of the vehicle in such a way that the sound emissions exceed the values set out in this resolution.
A law enforcement officer may order that a vehicle or vessel suspected of contravening this chapter be subject to a noise assessment. (Order 654 § 1200, 1980). D. No person shall cause a vehicle to be driven or caused to be driven in such a way as to be out of service, loaded or driven in a manner that causes unnecessary and excessive noise. (Order 654 § 400, 1980). G. Monitoring methods in noise-sensitive areas. The measuring point must be located on so-called excessively noisy land and at least ten feet from the property line near the source of the noise. The measuring point must be at least ten feet from buildings, walls or other sound-absorbing objects, and no one other than the operator must be within ten feet of the sound level meter. H. « silencer » means a chamber device, screen or other device which absorbs exhaust gases from an internal combustion engine, thereby reducing noise. One.
Unless otherwise specified in section 8.30.090 of this chapter, no motor vehicle shall operate on zones other than city highways so that the noise emitted by the motor vehicle The properly calibrated sound level meter must be directed at the source of the noise and must be located at least four feet above the ground.
